Wow, that's rather strange.

To talk when you are eating, you bite, chew, swallow, talk, bite, chew, swallow, talk etc., so how could you choke due to talking? And if someone is choking, I'm sure someone will shout out to a teacher to help out, so you don't need a silent lunch.

My middle school tried that, simply because were we getting loud.

It made us getting louder

They had to move Dentition to two rooms, then Three, then the Gym, then the parents started calling

Then it got cancled. And we got to talk again at lunch.
