Apparently some lawmaker decided to make a law that if you celebrated your 24th birthday outside of Canada and did not sign special paperwork, you were no longer a Canadian citizen. As many as 20,000 people may find out that they are no longer Canadians when they go to get their passports.

What do you mean?

Say you were Canadian, but went to a US college. Your birthday is during the semester. You aren't in Canada, and you turn 24. There you go. That help?
