A limousine driver who claims he was driving erratically because he suffered a stroke _ not because he was drunk _ can sue Nassau County for false arrest, a federal judge has ruled.

How about calling for an ambulance? People often are impared by a physical malfunction that can make it seem like they might be intoxicated.

That's definitely true. I''ve heard of things like that before in the news. Once about a guy who had (I think it was Parkinson's disease) and he like had an "episode" or weirdness or just a bad few moments and got pulled over or something.
