For the first half of the emergency they thought it was all an execercise and the info they were getting was just an 'input'. They only had a handful of fighters to cover the entire homeland and kept half of those fighters on the ground in reserve in case of a real emergency later on. They send the fighters they did actually get into the air after nonexistant phantoms and in one case succesfully managed to intercept themselves. By the time they got actually ready to do anything it was already all over. This play-by-play of what our air defense system was doing that day, the information they did and didn't get in a timely fashion, is a pretty good argument for incompetence .
