Custom Avatar

Hello all. I just joined the forum today and i see no way to choose a custom Avatar. I saw where "if moderators enabled it" but how does one know when this function is enabled "just keep checking back to see if it is"? I don't want to use one of those silly ones that are there to choose. Can someone enlighten me as how to set up a custom Avatar. THanks
