Internet Security Program

Hey, I work at a daycare center, and one of the things we want to do is make it so that while a computer may be hooked up to the network and the internet, the internet itself is fully blocked, as the kids aren't supposed to get on the net without one of the staff directly supervising.

An exapmle of what I'm looking for would be the "Stop all traffic" feature of Kerio Personal Firewall, however I don't want all traffic stopped. I'd like for the network to continue to work as is, as we have printer sharing and such running, and only the internet be blocked, something that has a password protection feature, so that the staff can de-active the internet blocker when they need to.

The problem here is that we can't afford any software, even something cheap, to solve the issue, we are completely dependent on free software to keep these things running and secure. Does anyone here know of a freeware program that can do as I am asking for, blocking all access to the internet unless the password is entered, yet still allowing the network to run.
