Firewall confusion

I hope I posted this in the right section.

I am trying to download bit torrents but apparently, my firewall is preventing me from doing this. How do I locate my firewall on my computer and fix this problem? I've found a website that sort of told me how (bittorrents.com) but I'm really not certain what to do.

I know have one because I did a test through a website. Any help would be much appreciated, this has been giving me so much trouble. Thanks in advance.

You probably have the Windows Firewall enabled, however, I don't know why that would prevent you from downloading bittorents. You can configure the firewall by going into the Control Panel and clicking the icon that says "Windows Firewall".

Sorry, we don't assist with P2P issues here, I suggest you read the forum rules, here's the rule in question:
