Razz what if? (wi-fi borowing)

hyperthetically if one was to use wi-fi to ones advantage and use some one else's broad band what are the cons of getting caught? can they call the cops?
and is there any laws against it
hyperthetically of course

oh and this is if the person did not have any passwords and was using a open network

From what I've read before, I know its a felony in Florida. According the the link below, negligence can be charged against the owner of the WiFi as well as the random people (or not so random) that connect to it.
