Certain applications unable to see internet

All,

Really frustrating problem here. Something, and obviously I'm not sure what, but something happened on my machine/router a few months back which has meant any new applications which need to access the internet (e.g. new versions of MSN Messenger, Skype, IRC chat etc) are unable to see the net.

I'm sat here working from IE yet I've just downloaded Skype and that can't see out. Same with programs such as firefox.

It can't be Virus Protect or Windows Firewall settings as the issues persist if I turn these off, make exlusions etc.

I'm wondering if it's my router, but I'm sure I've never changed any settings on it so it baffles me. If I run troubleshooting via msn messenger it reports a problem with the gateway suggesting "your gateway appears to be offline". Obviously my gateway, my router, is online, otherwise I wouldn't be able to type this now!

Any help very much appreciated. It was never a high priority issue but now it's stopping me doing so many things that it's become hugely, hugely, annoying.

It's a firewall of some sort, I'd be guessing a software firewall. The router doesn't filer outgoing packets, so I'd be looking at software versions.

Hmm, I see what you're saying. Just can't work out for the life of me what could be blocking them. If I disable windows firewall then the problem still happens. I've uninstalled Norton before (daft for inst it in the first place) and it still happened. Prob just rebuild if I can't get anywhere.
