Hello. Is it possible for a hacker to surf the internet using my ip address? Thank you

Not really, unless the "hacker" has somehow gained access to your access point. If you have an unsecured wireless router, and he is sitting out in the street, then anything he does illegally will come back to your IP. I'm not aware of any IP cloning tools out there... a network just doesn't work like that.

I have seen an instance of a person using another web server as a proxy. However a good FW should alleviate this problem.
