Do you have a website, is this a business or home?

If you already have a domain name > yourdomain.com then most all webhosts provide you with mail service and it is a matter of finding out the info wether it is a pop email server, the smtp info, etc.

You can use your Outlook or Outlook Express or whatever you use for your email client to set that up.

nono

you see my ISP uses a router and splits one global IP in to several Class B ip's and distributes to people. So in fact we have a huge LAN. I want to start a email service.

You have to have hosting first. You just cant claim any old domain out there. I would suggest block 9 hosting (block9hosting.net)

but i will create my own domain and make people join it. So why do i have to depend on the internet. I want only local mails not mails from outside the LAN, nor are we sending mails outside the LAN.

You can do this without having any Internet presence, but make sure to make your domain extension .local, for example: mydomain.local
You shouldn't use domains that could possibly exist on the Internet.

To actually answer your question, you will just need an operating system, DNS server software and SMTP/POP3 mail server software. What operating system will the server run?
Do you have any software towards this goal already?

What are you trying to accomplish? I think we need to know where you think you want to go before we can intelligently suggest the route to get there.
