Unbuntu 9.10 Server build networking problem

I am trying to set up a web server with Ubuntu 9.10 Server and when i try to connect it tells me link is broken. I think i am having a problem with my router masking the address if that makes scene i am very new to this. The address it is giving me to connect is 10.255.255.255 i don't think this is correct, i really hope someone can help.

can you give the server a static address using 255.255.255.0 in the mask
if your router have a address 10.0.0.1 this might help
otherwise i might have misunderstood the question :P

Well i found my problem, my isp does not have a open port policy. They want to charge me an extra $10 a month for a static ip.

So thx but looks like im paying to have my site hosted...

Actually, they would be charging you for an external static IP, not an internal static IP address no-chip is referring to.

jason09 is correct, however you don't need the pay for the external ip address you might need to register a new ip somewhere, but thats another part,the important fact now is you cant connect locally "that is the problem right"
try write ifconfig in console, here your servers ip address should be listed among other information from a guess it should look something like 10.0.0."somethinghere"
if you dont do networking for a living there is only one netmask to remember 255.255.255.0
this should go fine in most cases

so if you don't have a ip "check with ifconfig"
do this

ifconfig ¤interface¤ ip ¤ip¤ ¤mask¤

interface looks like this bge0 so some letters and a number
ip use this 10.0.0.5
mask use this 255.255.255.0

now if your apache is running try go to the ip in your browser

please get back with status
no-chip

oh and if it works locally you must forward your port on your router to make it work on the outside,
but we need to know where the problems resides
no-chip is offline

Ok here is the deal, sorry i didnt explane further. The server will not connect to the internet. I have read the Ubuntu 9.10 server guild and tryed the trouble shooting it provides. When i try and set an internal static ip address I enter will not work. I open a browser and try to connect to the default _It worked page_ i should see. Tells me the link is broken or can not connect. I called my isp to get the information on my router whitch is built into my dsl modem from the isp. They told me that they do not have an open port policy and that it woul cost $10 a month to make my ip address static.

I am very new to networking, my A+ doesn't help much here

Oh and thank you for the information so far.
