connected but no internet?

well, here goes, 3 pc's, all xp pro, 1st desktop hard wired and no probs, 2nd is laptop running off wifi with no problems, 3rd is desktop running wifi through adapter in ethernet card in pci slot. 3rd pc will not obtain ip automatically. it returns with a 169..... address. i have reset winsock. still 169.... so i entered in the ip and so forth manually. it will then show as connected and sending packets but not receiving????? cannot access internet. please help.

dhcp services have been stopped and restarted as well.

i now have found that it works as long as wep is off. why is that?

When you enable WEP in the router, try changing the channel and the wireless mode (the mode to match the 802.11 mode of the adapter.)
