Confused Digital certificates

I have recieved a digital certificate from accreditation scheme to get onto a goverment website relative to my business. after following the instructions i successfully downloaded the key with the correct password however when i go to "authorised users" on the website a screen comes up asking me to choose which digital certificate i want to use but no certificates are shown and when i press ok internet explorer just comes up web page not found. the screen does not allow me to browse or input anything either. I have taken it to a local computer guy who after fiddling with it for a couple of hours told me he couldn't find the problem. I also emailed the company who sent me the key who then sent me another one which also did not make any difference. can you help or advise me please.

I have installed it as it shows up in internet options under personal certificates and it is in date upto April 2009
