PC Public IP address problems

Hi, I want to configure my pc for torrent uploading, yes I know you dont talk about that stuff on the forums, thats not my question. My question is, when I went to set up a public ip address for my computer, everything appeared to work fine, cmd prompt has the right ip address under ipconfig, but my internet browsing no longer works, I can still access the router control panel, so that means theres nothing wrong with the wifi, its just outside connections with the internet stop working for my pc. I switch back to a private ip and it works again. I had this problem with my last computer, so maybe its somthing to do with my USB wifi adapter, but I can't see how it would object to what ip address is assigned to it. I think I'm probably just configuring the router wrong. I have a 2wire 2700HG-B WLAN router. I tried configuring another 2wire router I have and had the exact same problem. So its probably me. Can anyone walk me through setting up a public ip address starting with the router and ending with the pc setup? thx in advance.

P.S I didn't post this in the DSL/modems/etc section because this is mostly an ip problem, there isn't an actual problem with the routert.
