UK IP address?

I have been receiving mail from a computer which I have been led to believe is outside the United Kingdom - I have very basic knowledge of networking, but can anyone tell me is there a way of telling which country this computer is in? IP address 207.159.?.?

Sorry - make that 90.199.?.?

I did say I had VERY basic knowledge

I found this website http://iputil.com, that provides some cool tools for
IP and a software to run website form a personal computer and dynamic IP.
