Can't Connect To Certain Websites

Big Problem: I cannot connect to http://dev.qualityclix.com/pro5d/index.php

• Everyone else can
• I can browse all other sites
• I can connect to the site from my computer if I use an online anonymous proxy server
• I am not running any firewalls
• I am not running any spyware or adware programs
• I am not able to ping the site

Things I have already tried with no luck:

1. Rebooted pc a hundred times
2. Attempted search for solution online using dozens of variants of this thread title.
3. Added the site to my 'trusted sites' list
4. Contacted site web host and site owner (all clear)
5. Tried opening the site using: IE, FF, Safari, Opera, and Chrome
6. Winsock fix
7. Ipconfig release/renew
8. Hosts file check (only localhost listed)
9. DNS flush
10. Uninstalled network controllers
11. Disconnected/power cycled my wireless router/modem
12. Called my ISP (no blocks or outages)
13. Ran a traceroute using VisualRoute (all clear)
