Connection to router cuts out randomly

My connection starts cutting off randomly when my roommate connects.

I have 3 roommates and I have no issue when one of them is connected, but when the other connects my connection starts going when he gets on. the other can't get on because of another issue.

My question is: Is there a way to fix it so when he gets on I don't start losing my connection?

We're using a Linksys router to a cable modem and me and the roommate in question are using a land line. the one i have no issue with is using a wireless.

What is the roommate doing when he connects? My guess is some intensive downloading that is causing the issues.
