Trouble accessing webserver from internet

Here is our current setup. Border Manager is our firewall and has the following rules.

Deny all traffic
Allow stateful http traffic from private lan access to Webtalk
Allow stateful http traffic from the internet access to Webtalk

If I set Webtalk's default gateway to 172.16.0.1, it works fine from the LAN side, but not the internet. When the gateway is set to 172.16.0.7, it works from the internet, but not the LAN. I understand why the LAN doesn't see it when it's pointing to 172.16.0.7, but not why the internet can't when it's 172.16.0.1.

If we point it to the 172.16.0.1 and take down the firewall, it works on both sides fine so it must be an exception filter that's missing or misconfigured. Any suggestions?
