Unfortunately, this tab/option only becomes available if you select "Obtain an IP address automatically" as your primary configuration... So in my case, where I use a static IP with port forwarding at home, I must make this the alternate (secondary) configuration. I am able to connect to my home network under the primary (automatic) configuration, so my alternate settings are never used... at home or at school - where I MUST use automatically assigned IP. To sum up, I need the user-specified IP and DNS to be attempted first and if it fails (when at school) to obtain an IP address automatically. Any ideas?

Even though it appears you're having the same problem, please start a new thread when you have a new issue. It's very difficult to keep two problems straight and who's working on what in a single thread.

Many routers will lock an IP address to a MAC address with the DHCP server. If you have one of these, you can have a fixed IP address and still use automatic IP addressing.
