Have to dial ISP with hand set

I have a friend that can only use dial up where she lives. She is currently using Netzero. At the point when Netzero software should dial, it displays a popup window giving the number she must dial using her hand set. I have checked every setting I can think of and nothing I have changed has any effect on this. Netzero sent her several pages of canned information and none of it provided a solution. Does anyone know if there is a setting we are missing?

It's possible the modem has a problem and can't dial.

Ok. Thanks. One thing I haven't tried is uninstalling the modem software and reinstalling. I'll try that 1st. After that, it sounds like she will need to take it in for repair - or live w/ it this way.
