Internet Connection help needed

Hi guys, I cant connect my brothers lappy to our new Adam ADSL2 net connection, hs is using XP but I can connect my computer using Vista. Here is the error message when I load internet explorer on his lappy:

"Access denied to system because of URL configuration setting"
"Filter_Denied"
"Your system was configured to deny access to the requested URL"
"Request denied, as specified in the local filter list configuration"
"Contact your network support team if this problem persists"

I have DHCP enabled, different IP addresses for my computer and my brothers laptop. Modem is iConnect Access624w and doesnt have URL filter. Using IE6 on the lappy, I can connect to the modem through IE6 but not with firefox.

I have turned off firewalls and anti-virus programs I can find but to no success. In need of dire help so please don't hesitate.

Boot in safe mode with networking and see if the symptoms are the same.

Just to get this fix documented for googlers as I just had it myself.

Access denied to system because of URL Filter Configuration. Message ID: FILTER_DENIED
http://www.google.com/search?ie=UTF-...+Configuration
Start > Control Panel > Internet Options > Connections > Lan settings, untick > Use a proxy server for your LAN. Click OK twice.
