Strange Network Issues

Hello, I have been getting some strange network issues between two major sites.

This morning at about 6AM PST network connectivity seemed to be nonexistant between two sites:
-Domain replication is not happening
-The two sites are not communicating


Odd symtoms:
-The two sites were able to ping, large and small packets
-Keberos is working oddly enough
-because keberos is fuctional so is NTP (time service)
-SMTP IS working (sort of) Site 1 can send emails to Site 2 but not visversa

We have tried everything we can think of, We have turned the issue to the Providers hoping the problem is within they're network not ours.

Any one have any ideas?

It's fixed, the Service provider neglected to tell us "core network maintenance may affect your service." ...

Upon analizing the packets they seemed to be getting reencapsulated incorrectly on outbound from the provider. packets were different on the recieving end than the outgoing, as in completely different sizes, and packet headers were not the same and seemed to be in within the payload area of the packet.
