Question IP Problem

Hello.
I'm having some trouble with my Internet connection, may be someone can help me.
I'm trying to access a site that has just changed hosting service, I type the address and I can't access.
If I switch to a phone line connection I can enter, but not with my broadband. If I ping the site, the address numbers are different, the broadband goes to the old address, and the phone line takes me to the right place, where the site is now.
I called my ISP and they said it was not their problem, that they could access perfectly.
I tried ipconfig /flushdns, they changed my IP, I deleted all offline content, cookies, cache, and all. And it doesn't work using the broadband, just by phone.
What can be causing this??
What can I do to fix it?
I am very unexperienced with computers, please help me.

Actually, I think it may indeed by your ISP. What is your ISP?

I had a very similar issue, with a number of IP addresses in Germany using Comcast. The folks at their tech center kept telling me it wasn't their issue, but I persisted and after about three weeks, they fixed a local routing issue and I could access the sites again. I did the same thing, used a dial-up and got to them fine.

I really doubt this is your issue, the trick will be convincing the ISP that it really is their routing tables that need to be fixed.

I live in Central America, and the site I'm trying to access is in Spain.
A friend told me to make changes on a file in \Windows\System32\Drivers\Etc\Hosts. To open it and type the new address, and then flush the dns.
It's working, but he told me it was just a temporary solution.
If this worked, doest it mean it is an issue inside mi PC?? Or is it still a problem of my ISP?

My System

Changing the host file simply means your computer will connect to the URL using the IP address specified in the file instead of asking your ISP's DNS for the IP address. I'm guessing it could be a problem with the DNS cache on the ISP's end not being updated.

Silly goofs, they never admit it to being their fault.

Thanks for answering me, for I just did what I was told, not knowing why.
I guess the ISP's dns cache will be updated someday in the next century
I told them, but they will never say it was their fault.
