Are you trying to change the public address the apears to others online, or the private ip address the is assigned to your computer?

unless you have a static address, you should be able to reboot your modem and that will change your public address.

Actually, it's not that easy to change a public IP address, and your ISP is the one in control of that. I have reset my modem any number of times, including a two day power outage here, and I've had the same IP address for months.

Yeah, I have a static and not a dynamic ip address so power cycling my router won't work. Using the cmd commands ipconfig /release and ipconfig / renew don't work either. Will I have a new ip address if I change my MAC address? I have two wireless adapters at home. I could use the other one.

Only if you change the MAC address of the broadband modem.

ipconfig /release and ipconfig /renew only work with dynamic settings. releasing a static IP is worthless. Try switching to a different modem, as stated above. A new MAC address usually forces a new IP address with the ISP.

Releasing and renewing an IP normally won't even work for dynamic IP addresses, unless you also wait for the lease time to expire. The DHCP server will normally just give you back the same address.

i apologize, that is what i meant/// /// unless of course, another workstation in the network is using the same command and picks up the available IP address, but once again, this does not affect the exterior IP address originally assigned by the ISP to the modems MAC.
