Confused Wrong IP Address?

I think that my computer gives the wrong IP address to programs and websites which need to use TCP/IP protocol. At first I thought it was just an azureus problem. The NAT test gave me the message:

"Unable to test: Invalid port given, or test service failed.
Another application may already be using this port."


The torrent, which is healthy, is listed as having no peers or seeders with an upload and download of zero. The Tracker status is, "Connection Error(ConnectionException:Connectionrefused: connect)" or alternately "OK(dht)."

I then had a problem with activating certain software whose activation required TCP/IP connection.

I tried to use <http://www.canyouseeme.org/> to test for open ports and got this message:

"Error: I could not see your service on [Ip address] on port (5051)
Reason: Connection timed out"
. ON both the NAT test and the port checking tool I tried a wide variety of ports.

The weird thing was that the IP address listed on <http://www.canyouseeme.org/> (and also on other port-testing tools that I tried) is different from the address listed in "ipconfig." I think that the reason none of these programs can contact me is that they are using the wrong IP. However, I have no idea how to fix that. Can anyone help me?
