Question Is this an IP issue?

Hello.
I’m having some trouble with a forum.
It was disconnected last week to improve the server, and now it’s working again. The problem is that everyone can log in, except me. When the forum was down, it displayed a message saying Disconnected mode, now, when I try to enter it displays that message.
I tried on another PC with the same ISP, and it let me in one time, then displayed the same message: Disconnected.
I thought there was a problem with my user, and created a new one, but the problem remained.
I logged in from another PC with a different ISP, and I could log in, and navigate without any trouble.
I have used IE, Firefox and Opera, and it still appears disconnected, but when I use my telephone line to connect I can do it perfectly.
I cleaned the register, temp files, cookies, tried ipconfig /release, ipconfig /renew, ipconfig /flushdns, and it doesn’t work. It works when my IP has just changed, but later it gives the same annoying message.
The forum administrator logged in with my username and had no problem, he said there's no problem with my user.
What can I do?
It’s driving me crazy.

It sounds like they have blocked your IP address for some reason.

Hello.
I asked the forum administrator if there was a banned IP range, and he said there wasn't.
Where should I ask him to check?
Maybe there was a problem when they changed hosting, but he doesn't know where to see that.

Try a TRACERT from a command prompt, you'll see where the route stops.

I did the tracert, and obtained this:


But I don't understand a thing.
There is the first page of the forum there, I can get there. But I can't go where it says Entrance to forums.

Is the tracert ok?

Well, I managed to get to the forums page, so I'm not sure what's going on with your machine. Do you have any other locations that give you problems? It's starting to sound like the ISP is blocking it for some reason.

This is the only site I'm having trouble with.
How can I know if my ISP is blocking it? Can they change that?
Or maybe there's something wrong with my PC, would it help if I format it?

I must add this:
Today I logged in using my telephone line. I got into the forums, disconnected and switched to my broadband, and I could stay for a while.
I will go crazy
My ISP said they've never heard of such a problem.

The couple of times I've seen this kind of issue, it's been a routing issue with the ISP's network.

Normally, it's like pulling teeth to get an ISP to fix a routing issue. The two times I've had to go at Comcast for this issue, it took weeks to resolve.

They didn't sound very skillful, but should I ask them to check if they're blocking some ports? or what?

Until you get several levels up in tech support, you won't even get anyone that knows what routing is. Sad state of affairs, but that's reality.

Thanks for your help.
I told them everything you said, and we stayed on the phone almost all day, and finally they corrected the problem.
Their explanation was not very clear, they said they forced their server to direct me to the right site.
They could connect with the techsupport computers, using a different route, but they had the same problem with PC's using the same connection as mine.
So, it's fixed.
