Networking: Port forwarding problems, ports closed

I hate computers!

I have forwarded all the correct ports on my routers, no firewalls/intrusive anti-virus programs are running, I have set up a static IP address outside the range of my DHCP server, the switch stemming from the router is configured correctly, etc, etc, all the basic stuff is accounted for.

I can't get an outside port scan to show that ports are open on my PC when they clearly should be, Magic Online refuses to load graphics or download new files, I can't host WC3 games, and torrents don't run at any reasonable speed because they can't connect to the ports I have set up for them. Every technical place I have contacted just tells me the basic stuff like going to portforward.com and following their directions (great).

NAT tests on the ports in question work fine (double-checked by NAT testing ports that should not work, and they most assuredly do not work, meaning the test program isn't bad). I know how to do something as "advanced" as forward ports to the correct system.

UPnP is disabled.

When I open the ports in question, I get "Connection refused" from websites like http://www.canyouseeme.org/, and when I test ports that should be blocked, I get "connection timed out." The case in the former situation is that the ports are closed, in the second, they are stealth. This means there is no problem with the router configuration, but instead, a problem with my system. Windows Firewall is disabled, BlackICE is disabled, and Kaspersky isn't monitoring.

Ports are forwarded correctly from the original router to my PC using a static IP outside the DHCP range. All the computers but mine show up in the DHCP client table on router #1, indicating that the switch configuration is correct. I know how to do that basic stuff.

The problem exists when I connect my computer directly to the first router, when I connect it directly to the cable modem, and when I enable DMZ to my PC as well.

I have tried it with both routers' firewalls disabled, and tried it with keeping them on but turning on Anonymous Requests and IDENT. This does not help.

Any ideas?
