Slow Browsing Speed Fast Download Speed

Hi,

I'm using Windows XP SP3 with Google Chrome to browse the internet.
It seems that my browsing speed is slow compared to when I download a file from internet.

I have used both Firefox and Chrome and the results are same and I did not enable the Windows firewall and I don't have any other firewall installed.
Further the longer I use the internet,the slower it becomes( I'm not quite sure about this but I felt it is slowing down).

I have tested my internet speed at Speedtest.net and it gave my download speed as 16 Mbps and Upload speed as 2.44 Mbps.

I have Ubuntu installed in my system and when I have checked the browsing speed in Ubuntu, it did not give any problem. So I don't think the problem is with my Network card or my internet connection.

Please let me know what I need to do to resolve my problem and if I have to post any logs.
