Intermittent Connection Issues

Basically what happens is that my internet connection randomly won't load the pages. Windows is giving me no errors at all but for example to get to google, I have to hit the reload button 5 times to get it to show. Other times it won't load the page completely, some items are missing such as pictures.
I have reset both of my routers many times and rebooted my computer as well. I am at a lost as to what is happening. Please help.

Here is a visual example of what I mean by not loading all the way.

See how some of the icons are not loaded all the way, I have no idea what is causing this. Help please
