NTFS & Share permissions in a P2P Network

Hello and thanks for looking...(trying to help)?
Okay - the overview is I want a back up solution for multiple users that is simple, FREE, and also Secure. BTW - it is a P2P network.
What I am trying to do: There are 2 buildings, next to each other, involved in this.. the office is in one building and therefore the best place for a back up all the office staff's files would be a computer in the other building.
It is all on a P2P network not Client Server, so no Domain/ AD help here.
Is it possible to set up Share permissions in the Back up PC (XP Pro) in such a way that the person logged on in the office building will have access to their back up folder and no one else. That includes anyone logged on to the BACK up computer when sitting in front of it. (Aside from the local admin of course)
I can accomplish this in a C/S - Active Directoy set up but am having issues pulling it off in a P2P network.
In a Domain network you put the folder to be shared inside a folder that no one has access to via NTFS permissions besides the local Admin. That makes it impossible to open when at the BU computer. Then grant the shared folders share permissions only to the person(s) you want. Then they can access it via the share and no one else can.
Can anyone tell me if/how this can be accomplished in a P2P network without having every user with an account on the b/u pc... Share permissions don't seem to allow me to use a location other then the local PC that it is on. Therefore if the user has no account on the Back up PC they can not be added to the share permissions..
If I have totally confused you .... welcome to my world.... if not and you can help me get this working... I would greatly appreciate your comments/ suggestions.

This should be pretty easy. Just add accounts to the backup computer for each of the multiple users, then you can configure permissions for the backup folders.

Truthfully, I'd be doing this with a stand-alone NAS like a D-Link DNS-323, but you did specify no cost.
