Ports are being blocked by undentified program

Hey guys,
I've had this frustrating issue for awhile now and after researching a bunch, I still can't figure it out.

I have port triggering set on my router which works fine on the rest of my computers at home but when it comes to my laptop, it just doesn't work.
When I check the status of the port triggering, it's identified and forwarded to this computer but there's something on THIS computer that doesn't allow outgoing connections.

I check canyouseeme.org for a bunch of ports and alot of them are blocked.
Any suggestions?
My Windows Firewall is disabled and so is Windows Defender...

Are you checking the ports with Canyouseeme.org while WC3 is running?

And there has already been a thread created here.
