intermittent connection problems

I want to start by saying thank you for the service you guys provide. Hopefully you may have some idea's for me. I'm currently deployed in Baghdad at a forward operating base. We have internet set up through one of the local companies and lets just say their tech support is no existent. I'd chock it up to their network if i wasn't the only one having this problem.
I'm having Network Connectivity Issues. Certain sites are refusing to load, or are taking longer to load than they used to, while others load fine. It's random though, sometimes sites will load, and then they just refuse to. I've tried multiple browsers. I’ve looked around and I found most people who were having similar problems were having a software compatibility issues, but I don’t have any of the software that they found to be interfering. I’m on a network with other people who aren’t having any problems leading me to believe it’s me not the network. I had been using Norton 360 but removed it once my subscription expired, I don't believe that to be the cause since i was having problems before i removed it. Any ideas or help would be greatly appreciated. I get the following Error's:
