Cannot access windows update

i recentally reloaded my pc with xp home again and i have not been able to access windows update since. I have also noticed that i cannot access any other microsoft websites also the symantec site seems to reject me as well.
I have taken my pc to my uncles house to try it on his internet connection and i got the same problem. then i tried fiddling with the mtu settings and set it to the reccomended mtu by tcpoptimiser. this worked on his connection so i took my pc back home and tried again and i had the same problem again. so i got the reccomended mtu for my connection and it didnt make a difference. i have also tried several other mtus as well as several other possible fixes i found on the internet. i have no viruses and no spyware/ malware and i have temporarily removed my firewall till i resolve the problem. any suggestions would be very much appreciated. ps. sorry for the text block

If the issue is the firewall, you're zeroing in on it. Does it work without the firewall?
