Emailing help?!

Hi, im unsure if this is the right catagory for a start, im having trouble with my outlook express. When i load outlook, i start to recieve my mail, Symantec email virus scanner comes up in the system tray as it should. I can sometimes recieve emails with no problem but most of the time i recieve duplicate emails of the ones i have just deleted, For example, i could sucessfully recieve 4 emails, delete them after i have read them, and next time i go onto my emails i will recieve them again. Also majority of the time emails will start to recieve as normal, but then i wont get anything for around 30 minutes - 1 hour. Then i get an error message saying that the connection has either been terminated or timed out and i cannot recieve emails untill i restart my computer.
Im very very comfused with this problem, please help
