Socket problem

Hi all, hope someone here can help me.

Whenever I run Utorrent, when I try and connect to a tracker, I get a "an attempt to access a socket in a way that violates its permissions" error. I get the same sort of error in any other bittorrent client I try. Also, Internet explorer cannot load pages. I have reset the settings several times and no dice. I believe these are all connected, but its hard to tell. Anyways I'm running Vista ultimate on a box that has never ahd problems like these before. On a side note, sometimes utorrent won't quit even if I end the process, which I read can be blamed on Zonealarm. On this box, I used to have zone alarm installed on a different HD, maybe its somehow interfering since it sounds like it could case all of these problems.

Any solutions that do not involve reinstall of Windows?
