Exclamation Forbidden You don't have permission to access/on this server

Hello! I'm having the same problem described above. Additionally, I'm a computer idiot.

ISP: Verizon DSL
Moden: Westell a90-750015-07
Wired/Wireless: Ethernet cable; wireless network
Encryption: Not sure -- none, I believe
Windows Version: XP 5.1 Media Center Edition, SP-3
Browsers: IE7, FF3

Each time I attempt to access a site, I receive the following:

Forbidden
You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

All computers connecting to my home's wireless network receive the same message, using both IE and FF. (I have one computer connected directly to the modem. The others connect wirelessly.) I have tried accessing the same site at the local public library (IE) -- ditto.
