Lag Issues when playing Counter strike on LAN

Firstly i'll let you know the problem.
I've just setup a 2nd PC in my room for me and my mate to play LAN/Online CS with. Basically whenever we go on an internet server together we both have the same ping, usually around 30-40 on UK servers which is expected. But pretty much every 2 minutes ours ping will shoot up to 700 and then gradually go back down to normal (over about 10-20seconds). This is rather irritating, I've looked all over google for solutions but I can't seem to find any.
Might i add that when we go on a LAN server together it spikes for about 5 seconds for the person not hosting and then goes completely fine again.

My computer is Vista 32bit and the other computer is WinXP. The other computer is using wireless while my computer is using wired, I'd use both on wired but it's just not possible to get another cable up into my room (on the 2nd floor of the house).

If anyone knows any possible fixes for the problem please let me know, we are one step away from having awesome gaming it's just this problem is getting in the way.

Sorry to bump this thread but I really do need a fix for this problem :s

Also by the way, it's totally lag free until the other computer connects to the game server.

This problem is still happening and it's even worse now :s
