Download Capacity vs. Actual Torrent Downloading

I've run several tests online all telling me that my download cap. is around 500 kbps with an upload speed of 160 kbps. However, the top download speed I get from utorrent is 60kbps. Why is this?

Because torrent download from seeds(other peoples computers) or leeches(same thing) and the file you download is broken into small pieces downloading a piece from every one with a piece
