Connection is there, but isn't?

I don't really know how to explain this so hear I go. I'll be playing WoW, and on teamspeak with friends, nothing else and it'll be all fine, all of a sudden I get a MASSIVE lag spike and leave WoW because it's unplayable and so I open mozilla or IE and I get that stupid connection error, where it explains the www. or you might have instead put ww. error thingy and I can't connect to any website, though I know I'm still connected because I can hear my friends on TS talking but I can't talk (technically I can but it lags so bad they can't understand what I'm saying.) and in order for me to restore it to working condition I have to restart.

Im using Trend Micro Internet Security and I've ran multiple virus scans and spyware scans and everything that had been found has been cleaned yet it's still doing that. I've looked for programs, processes, anything that might be massively stealing my bandwidth but found nothing. I am also the only computer connected to the modem.

:/ Well, guess I should just reinstall windows just incase I have a sneaky virus hiding in my registry.
