Some routers have the functionality to do this built into them. What make/model of router do you have? Sometimes this is a feature named something else within your router like WISH. Based on the router, there will be a different setup depending on how you want to allocate all of your bandwidth.

You could try purchasing a different router. But thats the only suggestion I had to this situation. There may be software that you could potentially download that could monitor the amount of bandwidth youre consuming and possibly have the capabilities to cut it off. In order to run a program like that you will need the .net 2.0 framework on your PC. Sorry i couldnt be of any more help. Thanks though.
