I have the same issue as Banjo Man but instead of AVG, I'm running Spydoctor with Antivirus. Current OS is Windows XP SP3 x86 and I applied the tcp/ip stack repair using netsh but even that didn't work.
Last time the internet connection worked was when I was removing trojan viruses on my computer with Spydoctor. When I did a scan for any further viruses, it was cleansed but now my internet connection doesn't work. I've applied static IP and it shows that I have been connected but like Banjo Man, it doesn't load Firefox, IE, etc. Wireless connection works 'cause I am using my laptop to gain access to the internet and i have been able to log into the router. I re-installed SP3 to have the internet work for a mere 15 seconds before it went gimped on me again. Disabled Spydoctor and waited for something to happen but to no prevail. Even though it appears you're having the same problem, please start a new thread when you have a new issue. It's very difficult to keep two problems straight and who's working on what in a single thread.
