Re: Fastest Internet for Downloading/Uploading Files
Depending on the locality, cable or Verizon FiOS will probably offer the fastest service. I've seen FiOS offered in some areas up to 50mbit, and I've seen 30mbit cable connections. I personally have a 15mbit/15mbit FiOS connection, and it's proved plenty fast for my use. I really like the reliability of the network with FiOS, other than storms dropping trees on the lines, I've never been down.

Re: Fastest Internet for Downloading/Uploading Files
I think you'll come to grief with most ISP's. Home accounts typically have port 80 blocked, and their terms of service prohibit running public servers.
Web hosting accounts can be had dirt cheap in many places, and they'll remove the issue of backups and a host of other issues as well. http://www.startlogic.com/startlogic/index.bml http://www.omnis.com/webhosting.php There are lots more.
