Can't join my friends IP

Okay so here's the situation.. I've got a friend who I try to play online games with (Supreme Commander, Pokaymans, Halo) and no matter what, I just can't connect to him, it's like my connection doesn't know he's there. We tried getting another friend to host a server the other day, and we could both join his server, yet while in the server, we couldn't talk to each other, but the third friend said he could read both of our messages. However, despite this, we couldn't start the game with both of us in the server..

This is annoying because he can seemingly play any other player he wants, and I can play any player I want, yet whenever we try to join each others game, or connect to each others IP, it just won't let us.

I'm really not sure if it's my fault or his, and I'm not really sure what other information might help.
