Connected, but not connected

I am a computer tech with circuit city. im currently working on a computer that is connected, actually shows its connected but cannot browse. i tried doing the netsh winsock reset catalog, and it reset and the netsh int ip reset log didn't work. im plugged in Hardwired, getting this info

Connection-specific DNS Suffix:
Ip Address: 192.168.130.51
Subnet Mask: 255.255.255.0
Default Gateway 192.168.130.254

tried reseting the winsock catalog, making sure TCP/IP was there. Released and renewed IP. and i can't do a restore if i wanted to because she had it disable. What should i do?

Let's see the IPCONFIG /ALL output.
