Siemens 4200 Closed Ports

Ok I have a Siemens SpeedStream 4200 modem/router and I'm trying to get it to be able to forward ports, I've done this in the past but now I can't get it to work. Anyways here's my current network setup.

Modem -- USB -- My Computer

|
Ethernet
|
|
Router -- Ethernet 1 -- Dad's Computuer
|
|
Ethernet 2
|
|
Sisters' Computer

If that makes any sense, I'm in through the usb of the modem, and the router uses ethernet to network the other 2. I do it this way because normally it's about 100 times easier to port forward from just the modem and not having to set up one of the 2 in bridge mode and work that way. Anyways here's what's going on:

Says all ports are stealthed just like it normal before you do anything, then I go and forward port 80 to 192.168.254.136 (my computer's local ip) I've set it to use that as a static ip and the dhcp range I've set from 192.168.254.0 to 192.168.254.33 on the modem. Now when I run a grc scan it says that port 80 is closed and rest are still stealthed. I've made sure the the Firewall is turned off on the modem and on my PC (using windows xp home sp2, windows firewall off) and nothing still. I go and set up a dmz for my computer and now all ports are closed, except port 0 is stealthed and ports 135, 139, 445, 912 are open. I really don't know what to try and do anymore, so all suggestions would be greatful. Also if you could add me on msn at marshallfaulkfan@hotmail.com and help me through this that'd be even better.

Yes I did that, I followed it exactly, even set up a static internal ip. So I'm not sure what's going on.

No DMZ set up, just port 80 forwarded they are all stealthed except 80 is closed. Web server is running still, no one can connect to it.

If port 80 is closed, that's potentially a good sign. It sounds like the router is forwarding it, but for some reason it's not getting to the web server.
