Limit number of connections per minute?

Is there a program that can monitor the number of connections my computer makes in a minute, and will automatically disconnect me, or not allow any more connections if I exceed a certain number?

The admin of my network bans anyone from the network for three days if they exceed 60 connections in a minute.

I already have tcpview, but it doesn't have this feature. Also, it needs to work for Windows Vista.

I host an internet radio show over a multicasting program called peercast.

Why do you need to know?

Obviously, this would be a configuration of the Peercast application, I can't imagine you limiting it any other place. I suspect it creates a connection for each listener.

Even so, that only limits the number of connections total. I need something that manages the number of connections over a time amount for all of the connections on my computer, not just through peercast.

I don't know of anything that will do that, since each application controls it's own destiny.
