Network Issues - Help please? :)

I am running a game server which lets you create a free account and log on to the game.. here's my question:

Since the game is free, many people can make 20 accounts and log on to all 20 at once... Is it possible, or is there a software out there that I can download/try/purchase that would allow me to limit how many times the SAME IP connection can connect to our server at once?

If I limit it to say 3 connections per IP only 3 accounts would be able to log-in to the game, and the 4th would be blocked out, does that make sense?

I'd really appreciate the help, Ive looked all over and googled for hours, I cant find anything, im not trying to limit the upload or download like most programs offer, and I do have a firewall, but im trying to limit how many times the same IP can connect to my game at once..
