designing big lan connected to many other separated small lans

i want to make file server in my neighborhood, and make an option for others who have already their own network to get benefit from my server(s) , as in the image , i am building a big lan between the server and other lans .
the problem here is that they have their own dsl routers so each lan has its private dsl connection and its machines and i want to connect them lans to my lan in a condition that each shouldn't see the others for their security and to avoid the conflicts that could be happen between those routers, ip's, and keep each lan privacy and keep their dsl connection for only their own uses and other lans can't access or use their connection .. also they all connect to only one big lan where connecting them to my server.
how can i do this? and what equipments i should use ? , another thing, i don't have huge budget for expensive devices .
