Cry Downloads stop at 99% no matter what I do

Ok,I'm having this problem for quite a while now and it's getting pretty annoying.
When I try to download exe files from the net,they stop at 99%.This doesn't happen with zip,rar,mp3 or other files.

I tried pretty much everything there is:

Disabling my firewall & antivirus,turning off my firewall & antivirus,uninstalling my firewall & antivirus,clearing my cache,reinstalling firefox,runninh chkdsk on all partitions,defragmenting my disk,changing my cache's folder,tried a few other browsers (opera,IE,avant),tried with and without download manager,tried different download managers,tried reinstalling windows,praying....

....nothing worked....

Now what could it possibly be? Is my HDD broken?Is is a software problem?Does God maybe hate me?Or does he just have a lame sense of humor?

First off, lose the profanity at the door, this is a family forum.

This has all the earmarks of a security product preventing EXE files from being saved. If you've installed windows, I can't imagine this happening on a clean copy.

Ok,I don't know what exactly was "profane" in my post but,duh,explain it to me.
I was merely suggesting that there might be some mysterious higher force involved since all logical explanations seem wrong.I may sound a little sarcastic,but that is only the tension I'm under since I am worried that my HDDs might be damaged...
What should I do to detect weather some app is blocking the downloading of exe files?I have NOD32 installed,it's kind of my main suspect,I'll try to unninstall it...but I'd appreciate a few more opinions and suggestions maybe,thanks in advance.
